How To Access Someone In Upper Management Regarding a Contract

I was contacted in June to renew our business contract which we signed at the end of June.  At this time the contract has yet to be implemented, I have spoken to 10 different people and those people never get back to you with a resolution.  Can't reach the original salesperson any longer either.  I have wasted countless hours(>20) trying to contact someone to implement the original contract.  Retention has been no help either because they cant access the original contract.  Who can I speak to in upper management that can resolve this issue.
