Hello PTI and welcome,
Could you please share what your business requirements are for requiring RFC 2317 Classless IN-ADDRESS arpa delegation for your IP Block? Also, are you referring to your StaticIP or your Domain Name IP?
Look forward too hearing from you.

Hello PTI welcome to the forum,
In order to clerify your request are you wanting rDNS deligation or a PTR set up for you ip's?
If you are wanting rDNS deligation here is a previous post that references that request.
http://forums.businesshelp.comcast.com/t5/Domain-Names-Static-IP/rDNS-Delegation-Request-HELP/m-p/11227/highlight/true#M741
If this is what you are requesting then please feel free to send me a private message with the same information that Comcast_Jon posted in that thread above.
If you are just wanting a PTR record set up for you static ips then please send me a private message with your Account Number and the PTR/RDNS entry (EX: aaa.bbb.ccc.ddd -> mail.mydomain.com).
Thank you
