Security PIN?

I haven't received my security PIN in the mail yet, I tried calling customer service and got a message that they were having tech difficulties.  I asked my sales rep and he said to call cust service.  How can I get this now?

I am trying to access a prior bill and I'm propted to enter a PIN.  I never established one nor received one in the mail.  How can I quickly reset this to access this bill?
