Need Letter of Consent of Objection to Abandon Right of Way (Per County Commissioner Request)

We are attempting to abandon a right of way in Okeechobee County, Florida. Per the Board of County Commissioners we must obtain "letters of consent or objection from all utilities."  Xfinity/Comcast is listed as one of these utilities. For CenturyLink we had to contact the Cable Protection Department. Can you please tell me who to contact for Xfinity/Comcast?

The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there.
As you are typing a drop-down list appears. Select "Xfinity Support" from that list.
A "Xfinity Support" graphic replaces the "To:" line.
Type your message in the text area near the bottom of the window   
Press Enter to send it

We don't have an Xfinity account. If that's the means on how to continue this support, how can we create an account just for that purpose?

@Comcast_Billie​ I am not able to. It asks me to sign in with an Xfinity account. We do not have an Xfinity account.
