How to file a complaint against a sales person

Hi,

This person's [Edit: "Personal Information"]. I talked to him to open business mobile service with him. I gave him all sensitive info about my business and personal info. He said he will transfer everything for me. But the end of the day, I transferred myself. I tried to call him email him in the last two weeks he ghosted me and ignore everything. Seems like he got the commission already. Is there any why to file a complaint against him?
