site-to-site Ipsec - which public IP do I use?

I have the EDI plan with my fiber connection which has 2 blocks of IPs allocated - one for a point-to-point connection to the comcast gateway and one block for public IPS - which IP do I point to when I want to set up a site-to-site VPN from somewhere (in my case from another site)? Do I have to set up one of the public ips allocated and use that ir can I use the layer 3 IP assigned to my router?
