Service constantly slow or down

Now Comcast Business is advertising that even if the power go out you can  still have connectivity , I cant keep connectivity with the power on, let alone with the power off. Comcast Business has been at our locatiion so many times since February of 2018 I know all the Techicians by their first name  10+ visits
