Limited upload speeds

I can not reliably upload faster than 8-10mbit even though my rated speed is 35 mbit. Its worst between the hours of 4pm and 10pm. It is extremely frustrating. I try to upload at 20mbut and its constantly failing. I've restarted the modem, I've power cycled the modem. My device is wired in using an ethernet cable.

@DBN Thank you for confirming the troubleshooting steps you've already attempted. Have you also attempted to disconnect the coaxial cable from the modem and the wall plate and reconnect it to ensure that everything is secure? Are you using any splitters between the outlet and the modem? Have you tried clearing your cache and cookies on the device that is having an issue with the upload speeds?

Hello and thank you for the reply! No splitters, coax connection is good. My download speeds are fantastic and I will recieve my full download speed but not my full upload speed. I am a streamer to twitch.tv - its not through a browser it's through broadcasting software. This is affecting my business. I believe its a network issue on comcast side.

To send a direct message:

The "To:" line prompts you to "Type the name of a person". Instead, type "Comcast Business" there.
As you are typing a drop-down list appears. Select "Comcast Business" from that list.
A "Comcast Business" graphic replaces the "To:" line.
Type your message in the text area near the bottom of the window   
Press Enter to send it

Sorry I dont see "Direct Message" after signing in

@DBN check your profile settings. Go to the profile picture(top right) and click on it for a drop-down menu. Click "Profile Settings", then look for the box that says, "Opt out from Direct Messaging". Make sure that box isn't checked.
