IPSec VPN issues?

Jax, FL, west side... (Old Kings Road - Soutel-Pritchard) Anyone else having IPSec VPN issues??  

Had a ticket open yesterday and they said our line levels were too low... Saw a bunch of Phase 1 negot / R-U-There acks in the IKE logs but can't get a full phase 2 tunnel connect...  Also wildly fluctuating speeds...   

Infuriating...  

Comcast has to get their act together... Their service status rarely indicates anything by service is up... so that's useless...
