Ciena 3916 Port 1 Auto negotiate syncing at 100mbps half duplex

We currently have 50/50 EDI and its connected to a Cisco Meraki gigabit switch.  The port on the switch is set to auto negotiate the port speed.  Strangely its syncing at 100 mbps half duplex.  What is the procedure to get it to sync at 1000mbps full duplex? We have another provider and it's ethernet handoff in autonegotiation is syncing at 1000 full.

We have an order in to go 100/100, and I want to make sure we have the best handoff to mimimize packet loss or congestion for this new service level.

Ciena 3916 port 1 is EDI circuit and port 2 is ENS circut (two other office locations supported by this port).  Port 2 appears sync'd at 1000 full so I know the Ciena can handle it.  That is plugged directly into a Cisco 2901 router.
