URL call is disabled?

My company moved to a new address last year and we just hooked up one of the old phones that hadn't been used during that time. It shows the correct date and time but the phone icon at the date/time screen is hollow, there's no dial tone, and trying to dial anything shows a message of 'URL Call is Disabled'.  I tried to contact Support via phone to have this corrected, but the AI thought I was trying to pay a bill and wouldn't route me to tech support or give me a human.

Click "Sign In" if necessary
Click the "Direct Messaging" icon in the top right corner
Click the "New message" (pencil and paper) icon
The "To:" line prompts you to "Type the name of a person". Instead, type "Comcast Business" there
As you are typing a drop-down list appears. Select "Comcast Business" from that list
An "Comcast Business" graphic replaces the "To:" line
Type your message in the text area near the bottom of the window
Press Enter to send it
