Comcast Small Business Voice
Two numbers were ported from AT&T to Comcast Small Business Voice. Incoming calls are not being received because the landline phone is not ringing at all.
Also, how do I setup voicemail on these landline phones?

Going forward, I'm truly to hear about the incoming call issues you're having regarding the newly ported phone lines from AT&T as I know I would be just as concerned in your shoes! To confirm, are you able to receive any dial tone when picking up the phone line(s) to begin with?
Also, to active your voicemail, please follow the steps provided below:

Yes, there is a dial when picking up the phone. I can make outbound calls once I press the Line 1 button. When I am receiving a call, there is no ring and the call can only be picked up by pressing Line one. Can I get an appointment for someone to fix and troubleshoot this?
