Caller block not working for specific number

When I log in to my Comcast account, I navigate to Phone -- Manage Phone -- Features -- Privacy and under Selective Call Rejection created a rule called Harassment Calls. This is set to Reject Calls added to this list and when I have added numbers in the past it works correctly however, I have added one phone number that it will not block. I have even removed the number, saved the rule then readded. 

 

Any suggestions?

Guess i will know next time this is a scam,

 

Think this guys name is Yosif, claims to be from Microsoft wanting me to switch products.

No clue who is actually real and not a scammer, I suggest an overhaul on this forum. Please remove this post as well as my account. I will solve this issue another way.
